Joseph A. Basile Jr., president and CEO of GST Telecommunications Inc. (www.gstcorp.com) has announced his resignation to pursue
other interests. Basile will continue to serve as a member of GST’s board of directors. Tom
Malone, GST’s COO, is serving as interim CEO pending a search for a permanent CEO.

Elizabeth Schumacher has resigned as executive director of the European
Competitive Telecom-munications Association (ECTA) (www.ectaweb.org)
to concentrate on other activities.

Bill Jones will assume the position of interim executive director until ECTA
finds a permanent appointee to fill the position.

Broadview Networks Inc., an ICP in the Northeast, has appointed three new vice
presidents of sales. Richard D. Roth, Louis A. Severine Jr. and David R.
Thomas now are responsible for alternate channel sales, data sales and market
development, respectively. Roth’s title is vice president, sales-agent and affiliate
channels; Severine is vice president, sales-data services; and Thomas is vice president,
sales-new market development.

Pathnet (www.pathnet.net) has appointed three vice
presidents in its marketing, sales and engineering departments. Patricia P. Kelly
is vice president of marketing; Troy H. Cromwell is vice president of carrier and
ISP sales; and Ricky D. Moore is vice president of fiber and equipment engineering.
Kelly is an 18-year industry veteran who formerly worked with McKinley Marketing Partners
as the lead program manager with a CLEC. Cromwell, a nine-year telecom veteran, most
recently served as senior vice president of commercial markets for ChaseCom LP. Moore
joins Pathnet from MediaOne Telecommunica-tions, where he was director of
telecommunications and the senior manager of telephony engineering for the western region.

iBasis
Inc. (www.ibasis.net) has appointed former VocalTec
Communications Inc. President Charles Giambalvo as senior vice president of
worldwide sales for iBasis. It also has appointed Craig Inouye, vice president of
sales for Asia and Rob Stephens, director of regulatory affairs.

Inouye formerly was director of international business development and carrier sales
for DirectNet Telecommunications. Stephens previously worked at the FCC.

Williams Communica-tions (www.wilcom.com) has
promoted Bill Hampton to vice president of sales for its network unit. Hampton is
responsible for expanding the network sales team and developing new business in the
carrier marketplace. Previously, he was the East Coast regional vice president of sales
for Williams’ network.

Joel Wise has become network technician for PointOne Telecommunications Inc. (www.point-one.net), vacating his position as Systems
Technician at EZ Corp., where he provided administration and support for UNIX systems. At
PointOne, Wise installs equipment into the company’s PoPs for customer turn-up, and tests
the circuits to ensure they can handle customer traffic.

GST Telecommunications Inc. (www.gstcorp.com) has
tapped Bruce Becker to be general counsel and senior vice president for law and
external affairs. Becker has more than 20 years of legal and regulatory experience. He
most recently served as general counsel of Ameritech Corp.’s long-distance industry
services unit. At GST, he directs the company’s legal and regulatory department and its
external affairs department. He also provides direction and oversight to the company’s
outside counsel.
