PaeTec Communications Inc., Fairport, N.Y., has assembled its Alternate Channels/Agent
Sales leadership team. John Budney has been named vice president-alternate channels
for the northern region. Gary Eisenberger is vice president for the western region,
Louie Holmes is vice president for the southern region and Jerry Tedino is
vice president for the eastern region.

WorldPort Communications Inc., Atlanta, has appointed Stephen Cadley to its U.S.
carrier and Internet service provider (ISP) sales team. He will direct carrier sales for
the company in the eastern region of the country.

BTI Telecom Corp., Raleigh, N.C., has promoted Philip Barton to director of
dealer sales and hired Carl Willson as director of wholesale network sales.

Telecommunications attorneys Mitchell F. Brecher and Richard Rubin, both
formerly partners at Fleishman and Walsh LLP, have joined the law firm of Greenberg
Traurig, Washington, as shareholders. Joining Greenberg Traurig as associates are Debra
McGuire and Stephen Holsten.

Michael Ford has been named director of western regional sales for Teltrust
Inc., Salt Lake City. Prior to joining Teltrust, Ford was director of carrier sales for
Opticom.

Traci Curtsinger has joined OSC Teleservices, a division of Operator Services
Co., Lubbock, Texas, as business development executive.

Williams Communications Group Inc., Tulsa, Okla., has named Mark Bender vice
president and chief information officer, succeeding Patti Schmigle, who was
promoted to executive vice president of Williams Communications Solutions. In addition, James
A. Wootten has taken on additional responsibilities as vice president, alliance
management and technology solutions for Williams Network. He currently oversees and
provides tactical leadership for Technology Solutions.

Norman W. Refford has been promoted to vice president of data network
engineering at e.spire Communications Inc., Annapolis Junction, Md. He joined e.spire in
October 1997 as director of data network operations.

Billing Services, Englewood, N.J., has named Jocelyn Alfandre executive of major
accounts. She has more than nine years of experience in the invoicing presentment
industry.
