CapRock Communications Corp. (www.caprock.com) has named Ed Mulcahy to direct CapRock’s carrier sales division. Mulcahy previously was vice president of wholesale sales for Qwest Communications International Inc. and held the same title at the former Frontier Corporation. He also was director of carrier sales for Southern Pacific Telecom.

Andrew Farrell will direct CapRock’s customer support and service operations groups as vice president of network operations. As vice president of information technology (IT) business integration, Rick Bawcum will oversee CapRock’s planned IT growth by directing application architecture and enterprise systems implementation.

(www.rslusa.com) has realigned its senior executives in marketing and sales. James G. Ducay has joined the company as senior vice president of product development and management. James M. Kohosek is now senior vice president of marketing and business development. Carolyn M. Mahoney has joined the company as senior vice president of sales.

Universal Access Inc.
(www.universalaccess.net) has appointed Robert Rainone as COO responsible for day-to-day operations of the company, which include customer provisioning, quoting, carrier relations, network operations, sales and marketing. Rainone joined the company in February as the chief development officer

Universal Access facilitates the provisioning, installation and servicing of dedicated, point-to-point communications links for service providers who buy network capacity, and transport suppliers who sell network capacity.

The Global TeleExchange
(www.TheGTX.com), operator of the Virtual Real-Time Exchange
(VRTX) for bandwidth and applications, announced that Jeffrey Stark, former Teleglobe vice president, has joined The GTX as executive vice president of sales and marketing. In addition, Richard Guard, former director of operations for NextLink California, has joined the company’s management team as vice president of operations.

Teleglobe Appoints Jarman CEO

Teleglobe Communications Corp., the operating unit of Teleglobe Inc.
(www.teleglobe.com), has appointed Terence Jarman, CEO. Paolo Guidi, current chairman and CEO, will remain chairman.

Jarman previously was vice chairman corporate at Bell Canada
(www.bell.ca), and prior to that was president of Bell Nexxia
(www.bellnexxia.com), the national broadband network Bell Canada created. Jarman has held a variety of senior management positions in the areas of Internet, business development, international and strategic alliances, customer service, and sales marketing.
