CapRock, Hyperion Sign IRU, Broadband Initiative

CapRock Communications Corp., Dallas, has signed an indefeasible right of use (IRU)
agreement with Hyperion Communications, a Coudersport, Pa.-based competitive local
exchange carrier (CLEC). The IRU grants Hyperion a long-term license to about 1,650 route
miles of long-haul fiber that will pass through more than seven medium-sized to large
metropolitan areas. The network is scheduled to be complete in December.

Once completed, the fiber optic ring will enable Hyperion to offer local voice, long
distance, messaging, data and Internet services to new business markets that are key to
Hyperion’s network expansion strategy, according to the company.

In other news, CapRock has announc-ed it is investing $20 million to deploy an advanced
fiber optic network based on Internet protocol (IP) asynchronous transfer mode (ATM)
switching solutions from Cisco Systems Inc., San Jose, Calif., in the southwestern United
States.
