Williams, Universal Access Will Reduce
Provisioning Times

Universal Access Inc. (www.universalaccess.net),
a leading provider of network infrastructure services, and Williams
Communications (www.williamscommunications.com),
a leading international provider of telecommunications services and products for
the carrier marketplace, announced in December that they have agreed on an
arrangement that will improve service delivery intervals and accelerate the
provisioning of circuits supplied to Internet, application and telecommunication
service provider customers.

Under the terms of the arrangement, Williams becomes part of Universal
Access’ Universal Transport Exchange (UTX) facilities to supply long-haul
carrier services to Universal Access service provider customers.

By being located in the UTX, Williams can interconnect quickly and easily to
Universal Access’ service provider customers looking to build out circuits to
carry traffic using Williams Communications’ services.

Conversely, Universal Access will provision circuits for Williams
Communications’ service provider customers using its Universal Information
Exchange (UIX) database of proprietary carrier information and the UTX
facilities.
