Adelphia To Use CapRock Network in Texas

Dallas-based CapRock Communications Corp. and Adelphia Business Solutions, formerly
Hyperion Communications Inc., Coudersport, Pa., have announced a 30-year, $7.2 million
indefeasible right of use (IRU) agreement that grants Adelphia access to several Texas
markets using 1,208 route miles of CapRock’s synchronous optical network (SONET)-based
fiber optic network.

Adelphia now has network reach southward from Dallas to Waco, along to Bryan and east
to Austin. From there, the fiber connection continues southward to San Antonio, Laredo and
McAllen, then routes through Corpus Christi, Houston and Victoria. This expansion extends
a previous access agreement with CapRock for 1,650 miles of network in four states in the
eastern United States, where the integrated communications provider (ICP) deploys a
super-regional network providing local and regional long distance voice and data services.
